A research on energy flow and conservation in urban systems was carried out with support of UNESCO MAB in cooperation with the Korea Science and Engineering Foundation.
The principal aim of this study was to :
1. Describe of the patterns of flow of energy and identify their interactions with other components of the Gwachon environment including the human population ;
2. Evaluate and discuss (1) above in terms of social problems and policies ;
3. Discuss alternative urban forms for energy conservation and energy conservation measures ; and
4. Formulate practical 'energy-integrated' planning and management guidelines for planners, managers, and decision-makers.
An integrated energy model for Gwachon Energy Project has been developed by an interdisciplinary research team to analyse energy usage and integrate socioeconomic, political and physical parameters to better formulate guidelines and subsequent project of implementation.
When this model applied to Gwachon, the findings are manifold.
1. Very high heat load levels exist in most built areas.
2. Gwachon is perhaps an attractive location for a CHP/DH Scheme because it has sufficiently large and concentrated heat loads.
3. 1985 annual average SO₂ air quality is estimated at 9.5 ppb. The figure suggests that the estimated SO₂ concentration is within safe limits. However, over all ambient air quality data for the Seoul-Inchon area shows violation of the national standards.
4. The majority of Gwachon residents could save energy through nothing more than a slight change in their habits and minor alterations of their homes.
5. The study indicated in schematic form how the existing urban form might be rearranged to take energy saving more into consideration.
6. An LNG fired CHP plant is justified on financial as well as environmental grounds.
7. It was found that 49 blocks of apartments are oriented less than ±40°, 112 blocks, ±40°, which still take advantage of solar gains and 157 blocks more than ±40.
8. It is recognized that energy impact assessment would need to be employed in any truly 'energy-integrated' planning process. The Ministry of Energy and Resources and the Ministry of Construction should give guidance on the preparation of 'energy-integrated' urban planning and management. In this guidance, energy efficiency should be a criterion in judging the success of land use planning.
It is expected that this case study experience can be applicable to other cities in Korea as well as in other countries.
